İlgi :19.11.2019 tarihli ve 49586594 sayılı yazımız.
İlgide kayıtlı yazımızda, tercihsiz ticaret kapsamında menşe şahadetnameleri için elektronik ortamda başvuru imkanı sağlandığı ve söz konusu belgelerin kabul edilmesi gerektiği yönünde bildirimde bulunulmuştur.
Bu çerçevede Pekin Ticaret Müşavirliğimiz aracılığıyla Çin Halk Cumhuriyetinden de tarafımıza bildirimde bulunulmuş olup, Çin Gümrükler Genel İdaresi’nden konuya ilişkin alınan yazı, çevirisi ve örnek bir elektronik Menşe Şahadetnamesi ile elektronik menşe şahadetnamesi kullanımına ilişkin güncel ülke listesi ilişikte gönderilmektedir.
Çin Halk Cumhuriyeti’nden gelen elektronik menşe şahadetnamesinin doğruluğu;
– Çin Gümrükler Genel İdaresi tarafından (The General Administration of Customs of the People’s Republic of China, GACC) onaylandıysa “www.origin.customs.gov.cn” üzerinden veya
– Çin Uluslararası Ticaret ve Tanıtım Konseyi tarafından (China Council for the Promotion of International Trade, CCPIT) onaylandıysa “http://check.ccpiteco.net” üzerinden teyit edilebilmektedir.
Bilgileri ile yukarıda belirtilen elektronik Menşe Şahadetnamelerinin kabul edilmesi hususunda gereğini rica ederim.

The General Administration of Customs of the People’s Republic of China (GACC) is the competent authority administrating the issuance of Certificates of Origin in China. The issuing bodies include China customs and CCPIT and its local branches (hereinafter refers to as “CCPIT”). To promote the trade facilitation, GACC will start to use electronically Certificate of Origin (hereinafter refers to as “eCO”) from March 25, 2019. Differentiated with the tradition paper CO, the eCO is printed on A4 white paper with the following features:
1. The stamp and the signature in Exporter declaration Box and Certification Box on the eCO are printed. Both the eCO (see the attachment) and the traditional paper CO are of the same format and with equal authenticity.
2. The original eCO has anti-copy code. If the original CO is duplicated, the anti-copy code on the eCO issued by China Customs indicates the word “copy”, while the eCO issued by CCPIT shows the word “forge”.
3. The eCO has QR code. By scanning the QR code, you can get the information on the Certificate and also the verification website. Due to different models of the printers, the shading color of eCO and the anti-copy code effect will be different one from the other, but it shall not affect the authenticity and the accuracy of the certificates. If you have any doubt on the CO, please visit www.origin.customs.gov.cn to check the CO issued by China Customs, and visit http://check.ccpiteco.net/ to check the CO issued by CCPIT
