DAĞITIM YERLERİNE
Minsk Ticaret Müşavirliğinden alınan 22/03/2024 tarihli ve 0095261457 sayılı yazıda özetle;
-Litvanya’nın 1 Mart 2024 tarihinden itibaren Belarus ile arasındaki Kotlovka-Lavoriski ve Privalka-Raigardas sınır geçiş noktalarını kapatma ve yolcu trafiğini kısıtlama kararına karşılık olarak, Belarus Bakanlar Kurulu’nun 14 Mart 2024 tarihli Kararında Litvanya’dan gıda, inşaat ürünleri ve ev aletleri de dahil olmak üzere bazı malların ithalatına yasak getirildiği, ayrıca menşe ülkesine bakılmaksızın, Belarus topraklarında satılmak üzere ithal edilen bazı malların Belarus-Litvanya sınırından geçemeyeceği,
-Konuya ilişkin olarak Belarus Dışişleri Bakanlığı’nın yaptığı açıklamada, Belarus’a listede belirtilen malların ithalatının Litvanya topraklarının dışında kalan alternatif güzergahlar üzerinden yapılabileceği; bunun çok sayıda Litvanyalı lojistik şirketi üzerinde olumsuz bir etki yaratarak Litvanya’nın ticaret hacminde önemli bir azalmaya neden olacağı ve Letonya’nın da 2024 yılında bazı Belarus gıda ürünlerine getirdiği ithalat ambargosuna cevaben Belarus’un benzer şekilde karşılık verebileceği,
-Belarus Bakanlar Kurulu’nun, menşe ülkesine bakılmaksızın, Litvanya topraklarından ithalatına yasak getirdiği ürün listesinin yer aldığı Kararın gayrı resmi İngilizce çevirisinin ekte sunulmakta olduğu,
-Listenin incelenmesinden görüleceği üzere, yasaklı ürünler arasında su, alkollü içecekler, sirke, şeker veya diğer tatlandırıcıları içeren içecekler ile ikinci el giysiler ve araç yedek parçalarının yanı sıra lastik gibi ürünlerin de bulunduğu,
-Kararın 1 Nisan 2024 tarihinden itibaren uygulanmaya başlanacağı ve lojistik firmalarımızın herhangi bir sorun yaşamamasını teminen konu hakkında bilgilendirilmelerinde fayda görüldüğü
belirtilmektedir.
Bilgilerini ve bahse konu gelişmeye ilişkin olarak kuruluşunuza üye ilgili firmalara ivedilikle bilgilendirmede bulunulması hususunda gereğini rica ederim.

DECISION OF THE COUNCIL OF MİNİSTERS OF THE REPUBLIC OF BELARUS

On the application of a special restrictive measure
In order to ensure the protection of the national interests of the Republic of Belarus and respond to unfriendly actions of the Republic of Lithuania, as well as on the basis of paragraph six of paragraph 2 of article 6 of the Law of the Republic of Belarus of July 12, 2023 No. 280-Z “On the application of special restrictive measures”, the Council of Ministers of the Republic of Belarus DECIDES:
1. Establish a ban on the use of the territory of the Republic of Belarus for the movement of goods according to the list according to the appendix by road through checkpoints located on the section of the State border of the Republic of Belarus with the Republic of Lithuania, imported for sale and (or) consumption on the territory of the Republic of Belarus.
2. Paragraph 1 of this resolution does not apply to goods:
2.1. imported into the territory of the Republic of Belarus before the entry into force of this resolution;
2.2. imported into the territory of the Republic of Belarus:
for personal use;
seized, arrested, confıscated or converted into State income in any other way, detained by customs authorities and not claimed within the time limits established by the Customs Code of the Eurasian Economic Union, as part of the implementation of this resolution – regarding the sale of goods.
3. Control över the impoıt into the territory of the Republic of Belarus of goods included in the list according to the appendix is carried out in the manner established in Chapter 2 of the Regulations on the procedure for actions in relation to prohibited goods, approved by Resolution of the Council of Ministers of the Republic of Belarus dated April 23,2021 No. 240.
4. Entrust control över the implementation of this resolution to the State Customs Committee.
5. The State Customs Committee, the Ministry of Antimonopoly Regulation and Trade, the Ministry of Agriculture and Food and other interested parties to take measures to implement this resolution.
6. This resolution comes into force in the following order:
paragraphs 1-3 – from April 1, 2024;
other provisions of this resolution – after its official publication.
This resolution is valid until October 1,2024.
